Reports published on 22–25 October, based on Central Bank of Montenegro figures, put total obligations associated with blocked accounts at approximately €1.783 billion at the end of September. The total had risen by about €31.43 million from August, while the 50 largest debtors accounted for roughly €1.05 billion of the outstanding amount. Banks, investors and finance teams can explore opportunities in credit-risk assessment, debtor analysis and financial forecasting. HPC can support financial dashboards, data modelling and decision-support systems; the €1.78 billion represents reported unpaid obligations, not a new financing facility or advisory contract.
